Silver City Recycling is fully compliant with Connecticut’s catalytic converter theft bill that takes effect July 1st, 2022. Senate Bill 256, “an act concerning the purchase or receipt of catalytic converters by motor vehicle recyclers, scrap metal processors and junk dealers,” was passed in response to catalytic converter thefts surging in Connecticut. Industrial Recycling supports this bipartisan and comprehensive anti-catalytic converter theft bill which is designed specifically to terminate the criminal market for stolen catalytic converters.

Listed below are the new regulations that all Connecticut scrap metal processors, junk dealers, and junk yard owners and operators must follow before accepting an unattached catalytic converter are:

– Record the place and date of the transaction, a description of the catalytic converter, and the dollar amount paid;
– Record a description of the seller and the seller’s name, address, and driver’s license number;
– Affix or write a stock number on the catalytic converter;
– Record the license plate number of the motor vehicle that was used to transport the catalytic converter;
– Obtain from the seller a statement that they own the catalytic converter; and
– Take a photograph or video of the seller and their driver’s license.

Scrap metal processors and junk dealers are now required to electronically submit all information on catalytic converter sales to Connecticut state police.
